修正地址拼接的 308异常，删除多余的“/”，否则会显示：
“127.0.0.1 - - [23/Jan/2023 17:10:18] "GET /static//admin/admin/css/other/login.css HTTP/1.1" 308 -”
“127.0.0.1 - - [23/Jan/2023 17:10:18] "GET /static//admin/component/pear/css/pear.css HTTP/1.1" 308 -”
测试环境，python3.8 Flask2.2.2
